The State Employees Association of North Carolina (SEANC) is a major association for North Carolina state employees and retirees. It functions as the leading advocate for its members, working inside and outside the General Assembly to:
Protect and enhance pay, health care, and retirement benefits.
Secure workplace rights and fight against issues like privatization.
Provide valuable member benefits,including affordable group insurance programs, scholarships for members and their families, and thousands of member-exclusive discounts at businesses across the state and nation.
SEANC members create a powerful, collective voice for public service employees, ensuring their dedication to the citizens of North Carolina is recognized and valued.

Why Joining District 41 and Being Active is Important?
SEANC's strength and all of its policy decisions are rooted in its local Districts. Active involvement at the district level is critical because:
It is the source of all grassroots action: All SEANC decisions, including which issues to prioritize, start at the district level. By attending district meetings, you directly contribute to the association's policy platform and legislative objectives.
You elect your representatives: District members elect a representative to the Board of Governors, ensuring a direct line of communication from your workplace and community to the top leadership.
It amplifies your voice: The core of SEANC's legislative power is its large, unified membership. Active participation in your district is how you become a "SEANC Warrior," taking part in local advocacy efforts and lobby nights to personally advocate for your pay, benefits, and working conditions.
You can become a leader: Districts provide opportunities to get involved in committees (like scholarships, communications, and policy) and to be selected as a delegate for the annual statewide convention, where you vote on critical issues and elect SEANC's state officers.
It builds community: District meetings connect you with co-workers and retirees in your area, creating a local support network and a collective sense of purpose for public services. Some districts also engage in local community service projects.
The State Employees Association of North Carolina (SEANC) Annual Convention is the association's single most important governing and educational event of the year. It typically takes place over several days in September.
It is a gathering of hundreds of members, known as delegates, who are responsible for making critical decisions that guide SEANC's advocacy and operations for the upcoming year.
What Happens at the Convention?
The convention is where the major work of the association gets done. Delegates are tasked with:
Setting the Agenda (Policy Platform): Delegates vote to approve or amend the Policy Platform Objectives, which are the specific goals and procedures that guide SEANC's lobbying efforts with the Governor and the General Assembly (e.g., specific pay raise requests, retirement protection priorities, and health care changes).
Electing Leadership: Delegates elect the statewide SEANC officers (President, Vice-Presidents, Treasurer) and regional representatives to the Board of Governors.
Governance: They vote on amendments to the SEANC Bylaws, defining the organization's structure and rules.
Training and Networking: The event includes breakout sessions on topics like retirement planning, professional development, and leadership training. It also features reports from top SEANC staff and officers.
Meeting Elected Officials: Prominent North Carolina legislators, state officers, and other leaders often attend to address the delegates and discuss issues important to state employees and retirees.
Recognizing Members: The convention includes an Awards Banquet and other events to recognize outstanding members and district work.
Community Service: A community service project is typically a focus of the convention, with delegates raising funds for a chosen charity.
