Our hearts were broken on June 14 when Julius "JE" Skinner, a legend in our organization, passed away. For more than 70 years, he advocated for state employees' and retirees' rights and benefits. He volunteered countless hours to SEANC and was a delegate to 74 annual conventions, more than any other member.

He was integral in merging NCSGEA and NCSEA to form SEANC in 1984. He was the last president of NCSGEA, and the first Past President of SEANC.

He was also a member of the SEANC staff as the East Region Member Relations Representative, recruiting and retaining members to help SEANC grow. He retired from the Department of Transportation as an engineer.

We are in awe of his lifetime dedication to his community and state, his loving wife, Betsy, and his family. Please keep them in your prayers.
